City administrator details EPA work at Saco Tannery site and other city updates

City Administrator Bahanko updated the Saco City Council on environmental work, events and procurement during the Jan. 27 administrative update.
Bahanko said the U.S. Environmental Protection Agency’s contractor began collecting groundwater samples from existing monitoring wells and surface-water samples at the Saco Tannery Site “starting today,” weather permitting. Planned follow-up activities for spring and fall 2025 include advancement of soil borings, installation of monitoring wells, groundwater and soil testing and additional residential well testing. Bahanko said the city's Tannery Community Engagement coordinator is preparing a fact sheet and an email distribution list; the fact sheet should be available by the end of the month and will be posted to the city website.
Bahanko also announced Camp Ellis Harborfest, scheduled for Aug. 9–10, 2025, with the theme “Back in Time.” The city has issued an RFP for fabrication, delivery and installation of 22 historic walking-tour signs; responses are due Feb. 5, 2025 at 11 a.m. A separate procurement for a new mini excavator is open with bids due Feb. 5 at 1 p.m.; both solicitations are posted on the city's website under Bids and RFPs. Bahanko added that staff is updating the council's March–April meeting schedule to accommodate the municipal budget schedule and has put the virtual participation policy and the two fee-waiver requests on upcoming agendas.
Bahanko said staff will provide more precise dates when they are available and will circulate the fact sheet and email list for community notification.
