Decatur council work session previews Feb. 3 agenda: CCI development agreement hearing and several resolutions

City staff used a Decatur City Council work session to preview agenda items and draft resolutions slated for the council’s Feb. 3 meeting, including a public hearing on a development agreement and several routine administrative items.

Council staff said Resolution 25010 will open a public hearing on a proposed CCI development and investment agreement; the measure was advertised in the Decatur Daily and is intended to support an expansion of a cancer‑care facility and related investment in the city. City staff invited interested residents to attend the Feb. 3 public hearing.

The work session also previewed these resolutions slated for consideration at the next council meeting:

- Resolution 25‑11: Approve extension of a special‑use permit for Tillman Infrastructure to construct a wireless telecommunications facility on Decatur Utilities property on Runnymede Avenue SW. Staff said the company requested more time because of supply delays and that a consultant supports an extension.

- Resolution 25‑12: Approve a proposal from Prewitt McAnally (referred to in the session as Prewrite McNally) for professional services for project management and civil engineering design for landfill cell 17 development. Wanda Tyler of landfill and recycling explained the city is about three years from needing the next landfill cell and requested design work to be authorized.

- Resolution 25‑13: Approve a two‑year lease extension with DYS for facilities and the boxing arena on 14th Street; staff described this as a routine renewal.

- Resolution 25‑14: Award the lowest responsible bid for construction of a parking lot at the new athletic complex; procurement recommended Rogers Group as the lowest responsible bidder and said opening of work is expected around May 1 in coordination with the school system.

- Resolution 25‑15: Accept additional funds offered by the National Park Service to support a historic structures report for the Carnegie Library; staff said the grant would reduce the city’s out‑of‑pocket cost by about $6,000 and that the city expects to award a contract for the report at the Feb. 17 meeting.

- Resolution 25‑16: Declare various equipment, including six vehicles, obsolete and authorize disposal or surplus sale; staff noted items include playground equipment removal and obsolete computers.

- Resolution 25‑17: Approve bond release and refund to Decatur Urban Ventures LLC for completion of public improvements at McGee Square Townhomes; staff said improvements have been completed and the bond can be released.

City staff noted that most of these items were presented as informational previews and that formal action — including public hearings and contract awards where applicable — is scheduled for the Feb. 3 council meeting or subsequent meetings. No votes were taken on these items during the work session.
