Director Summers explained the project is largely funded by the Rotary Club of Biddeford and Saco; the city has performed some earthwork and has taken on design and engineering work. Summers said the $3,000 in question would be captured as engineering and design costs and that charging one city department to another would be inefficient; she recommended waiving the charge.

Councilor Hatch asked whether the fee schedule could include a general exemption for city-owned property; Director Summers said that gray-area questions are best brought to council for decision. No vote was taken at the Jan. 27 meeting; the item will be brought back on a future agenda for formal action.
