District recommends DCMC to manage FEMA disaster recovery after competitive RFP

Keith Lawson introduced a procurement process to secure specialist help managing FEMA disaster recovery and mitigation projects after the recent flood impacts the district described earlier. Lawson said the district posted a 20‑page RFP, received six proposals, and interviewed finalists to evaluate client references, management approach, principals’ qualifications, education-client experience and local presence.
Staff presented a scoring summary showing three finalists: DCMC, Integrated Solutions and O’Brien, and recommended DCMC based on interview performance and cumulative scores. Lawson told the board the district and county have limited internal capacity to manage FEMA claims, long-lead procurement requirements for equipment and the complexity of mitigation funding, and said specialists (often former FEMA staff) provide expertise and speed in securing eligible reimbursements.
Lawson said the recommendation will be an action item at the board’s Feb. 3 meeting; he credited county staff (County Manager Brian Eppley, Assistant County Manager/Finance Officer Margaret Pierce and county purchasing manager Brian Neft) for sharing procurement materials and advice during the process.
Ending: Lawson asked the board to place the contract recommendation on the Feb. 3 action agenda; staff said the move will fast-track documentation and increase the district’s ability to capture eligible FEMA and related reimbursements.
