Council approves Sunnyview Expo Center sign and plan changes after debate over consistency

The Oshkosh Common Council approved Resolution 25‑26, a general development plan amendment and specific implementation plan amendment for changes at the Sunnyview Expo Center, 500 County Road Y. Planning staff recommended approval and the council carried the measure on a roll call vote.
Council member Eslinger asked that the item be removed from consent for discussion, saying he supported the amendments but was concerned about consistency with other sign decisions. He noted that a recent Chili’s request for a variance had been denied and asked whether the city was applying standards uniformly. “If we’re saying that we need to remain consistent, then let’s remain consistent,” Eslinger said.
Planning staff replied that the Sunnyview site occupies different zoning districts and is a unique events campus that needs multiple directional signs for separate entrances. Staff explained sign standards differ by district and cited similar allowances made for other event arenas. “For the Sunnyview Expo Center, that is a unique site, where it has multiple entrances and at times they have multiple events going on,” a staff member said.
After the exchange the council voted unanimously to approve the amendments. The resolution allows multiple signs and specific variances tied to the plan commission recommendation.
The council also noted two new ordinances (first readings) on the agenda that will return for a second reading: Ordinance 2541 (zone change at 536 Bayshore Drive) and Ordinance 2542 (amendments to Municipal Code sections 17‑33e and 17‑44 and creation of sections 17‑44.1 and 17‑44.2 related to weed cutting, lawn care and native landscaping); no action was taken on those ordinances during the meeting.
