Englewood City schedules February meetings with PUD hearing, bridge contract and multiple code items on upcoming agendas

Englewood City officials on Jan. 29 set meeting dates and discussion time allocations for several February sessions and previewed a long agenda that includes a planned unit development public hearing, a contract for a pedestrian bridge and multiple ordinance and intergovernmental agreement items.

The meeting, convened as the mayor-manager briefing, scheduled a regular meeting on Feb. 3 that will open with a study session on utilities’ environmental and compliance programs; staff allocated 20 minutes for presentation and discussion. The Feb. 3 agenda also lists recognition of the 2024 sustainability grant program recipients and a public hearing on a planned unit development (PUD) at 401 Englewood Parkway, submitted by Kimco Development, with a 20-minute presentation and no discussion time assigned as of the briefing.

Why it matters: the Feb. calendar contains several items that could require ordinance action or intergovernmental approvals, including contracts and loan amendments. Several of the items previewed would typically require council votes or formal council action when they return to the consent or regular agenda.

City staff and managers also identified a motion to award a construction contract to Jalisco International for the Oxford Avenue pedestrian bridge; at the briefing participants agreed that the bridge contract should not be handled on the consent calendar. Other items listed for upcoming meetings include:

- Second reading of a council bill labeled in the briefing as CB-2-2024 concerning traffic code adoption and amendments to Title 11, Chapter 1 (listed for consent). - A first-reading ordinance for municipal code cleanup related to special funds (not on consent in the briefing). - A first-reading ordinance amending municipal code provisions to combine certain city pension/retirement boards (not on consent). - A first-reading ordinance to accept an Edward Byrne Memorial Justice grant (staff indicated that item could go on consent). - A number of intergovernmental agreements, loan amendments (drinking water SRF, WIFIA water loan), and a staff-requested second amendment to a CDOT IGA for the U.S. 285 / South Broadway interchange.

Officials also scheduled study sessions on Feb. 10 and Feb. 24 (study-session week) to cover historic-preservation topics, a strategic-plan follow-up, South Broadway complete streets design updates, a review of state housing laws (allocated one hour in the briefing), a municipal code review, and other items. The briefing listed a Feb. 18 meeting with a study session on utility-billing implementation, and later study sessions addressing Old Hampden/Complete Streets design, a capital improvement plan (CIP) midyear review, a Greater Englewood Chamber of Commerce update, monthly financial reporting, Englewood Arts programming and a comprehensive plan update. Staff noted the Feb. study sessions may run long and will require time-management adjustments.

City staff also flagged several project-specific items for future consideration, including SEH Engineers’ final design for Union Avenue rehabilitation, a CMGC agreement for service-center improvements, a Gil sublease, concessionaire agreements for food and beverage operations, and a proposed sister-city partnership ordinance with Belm, Germany.

Discussion vs. formal action: the briefing allocated presentation and discussion times and recorded informal consensus on whether items would go on consent, but did not include formal votes. Where the briefing recorded agreement, staff planned to place the items on future agendas with the consent status discussed at the council meeting.

Officials said they will monitor a related legal development on federal grant pauses (see separate update from the city attorney given during the same briefing). No formal council actions or final votes were taken during the Jan. 29 mayor-manager meeting; staff will return with items for council consideration on the scheduled dates.
