Commission approves amendment to Ogden Airport CRA: county share cut to 75% and cap set at $17M

The Weber County Commission on Jan. 28 approved Resolution 09-2025, amending the interlocal agreement with Ogden City for the Ogden Airport Community Reinvestment Area (CRA). The amendment reduces the county’s share of tax increment financing from 90% in the original agreement to 75% and caps the county’s contribution at $17,000,000.

Stephanie Russell, presenting for the county, said the amended interlocal complies with the county’s tax-increment finance and CRA policies and includes a new transparency provision requiring the agency to provide the county with an itemized list of infrastructure financed by tax increment each year. “Failure of the agency to timely provide the itemized list to the county shall be considered a material breach of this agreement,” Russell said, reading the added language.

Russell and commissioners said the city and county intend the funds to be used for infrastructure and related improvements, including repayment of bonds. Commissioners discussed term length during the meeting; staff said the amended agreement runs for 18 years. An Ogden City representative, Sarah Meese, attended the meeting but did not offer comments beyond her presence.

Commissioners praised the airport’s recent staffing and planning changes and noted economic-development prospects such as a proposed expansion involving Williams that county and city staff described as having substantial capital investment and job creation potential. The commission approved the resolution by roll call vote.
