City outlines second‑pass debris removal, stump permitting and FEMA individual assistance deadline

Clueck described the logistics: moving a large stump requires coordinated equipment (front‑end loaders, boom trucks and a lowboy tractor‑trailer) plus a wide‑load permit. The city is working the permit application and intends to schedule those removals when traffic impacts can be minimized, often on weekends.
Clueck also said Southern Recovery contractors are focusing on neighborhoods with contiguous city roads for efficiency while city crews handle mixed county‑and‑city road areas. He warned that some neighborhoods will require a longer second pass because of large root balls and other heavy debris.
FEMA reminder: staff emphasized that residents who have not registered for FEMA individual assistance must do so by the federal deadline (the city relayed FEMA’s press release noting the deadline is tomorrow). The presentation included FEMA contact and registration details.
Quote: “For the folks who are living north of I‑20 that have seen the crews roll through your neighborhoods yet leave 1 enormous stump behind, those are still going to be remediated, but they’re not going to be done until we get an SCDOT wide‑load permit,” Clueck said.
