Council pauses plan to dissolve Farmer Street Cemetery Commission; staff to draft resolution recognizing completed work

A proposal to accept a written request to dissolve the Farmer Street Cemetery Commission was discussed by the Newman City Council on Jan. 28, but council members stopped short of repealing the commission’s ordinance.
The agenda included a letter from Ms. Palmer requesting dissolution. During discussion, council members asked whether the commission had completed its charge and whether the city should leave the commission listed in the code of ordinances as inactive rather than formally repealing the ordinance. Staff advised that phase 3 of the construction plan was funded in the 2025 budget and that Pond and Company would finish 100% construction documents, after which the city would need an identified funding source to proceed to bid and construction.
Council and staff agreed to withdraw the motion to dissolve and to have staff prepare a resolution for the next meeting acknowledging the commission’s completion of its initial tasks, thanking members for service, and clarifying whether the commission should be retained in the ordinances as inactive so it can be reconstituted without repealing and reenacting code language in the future. A motion to withdraw the dissolution motion was approved; the council asked staff to draft the resolution for formal consideration at the next meeting.
No formal dissolution or ordinance repeal occurred; council directed staff to prepare the resolution and return for action.
