District WASB delegate says statewide resolutions are advisory, serve as lobbying agenda

Board member Moner, the district's Wisconsin Association of School Boards delegate, told the Fond du Lac School Board during public comment that resolutions drafted by the WASB are advisory and intended to guide lobbying, not to create law.

Moner said one resolution previously had been reworded and a heading changed two years earlier, and that the prior version had led to a loss of quorum. “If it's not law, these are not laws,” Moner said, adding that the documents serve as “an agenda for lobbying” and are “basically guidelines” for what delegates will present to state lawmakers in Madison.

Moner told the board that delegates from across Wisconsin raised the same concerns at the WASB meeting and that she has asked Barb Herzog, the region president, for clarification. She said she will update the board once she receives Herzog's response and is preparing a compiled file of the resolutions to share: “If anybody in the public want[s] any of these resolutions, I have it created. So if you want it, let me know. I will send it to you.”

Moner also reported on a general session keynote by motivational speaker Clint Swinwall, and described the presentation as professional development rather than policy guidance. The remarks occurred during the board's public-comment period.

The comments do not reflect any formal action by the board; Moner described the WASB materials as input delegates can use when advocating in Madison rather than binding rules or district policy.
