Commission approves Discount Tire at 1600 N. Perkins with masonry wall condition to address noise

The Stillwater Planning Commission on Jan. 28 approved a specific-use permit (SUP24-06) to allow vehicle and equipment sales and services (limited to tires and wheels) at 1600 North Perkins Road, subject to a condition requiring an eight-foot masonry screen wall along the property edge next to the Cimarron Townhomes.
Staff explained the Land Development Code permits this use in the commercial shopping zoning district with a specific-use permit and noted the comprehensive plan calls for commercial uses at the site. Juan Vasquez of Vasquez Engineering, representing Discount Tire, said Discount Tire operates only tires and wheels at this store type — "There's no alignments. There's no battery. There's no grease. There's no lube. There's no transmission. There's no bodywork," he said — and described site features and hours. Vasquez said the proposed site footprint is small and access will be through the adjacent Lowe's parking lot.
Neighbors, including Kenny Hallman, president of the Cimarron Townhomes HOA, voiced concerns about noise from open bay doors, impact wrenches and compressors. Hallman asked whether the service bay doors would face the townhomes and noted the risk of noise transmission on northerly winds.
In response, the applicant said the building would be masonry (split-face block), roughly 26 feet high, that compressors are located inside the building toward the back (north wall) and that typical operating hours would be Monday–Friday 8 a.m.–6 p.m., Saturday 8 a.m.–5 p.m., closed Sunday. The applicant said there will be no overnight vehicle storage and described six service bays (three doors, two bays per door).
A commissioner proposed approval with a condition requiring an eight-foot masonry wall to help abate sound; the motion carried unanimously, 5-0. Staff noted approval with conditions is a standard alternative and the masonry wall was added to address neighbors' sound concerns.
The permit allows Discount Tire to proceed with site improvements and requires the masonry wall as a condition of the SUP; further building and site permits, and any final agreements about access through Lowe's parking, must be completed in subsequent permitting steps.
