Sunbury council approves CDBG competitive application, tables easement and clears multiple routine measures

The Sunbury City Council authorized staff to submit a competitive Community Development Block Grant (CDBG) application for the Sesame Avenue Phase 2 project and completed a series of other routine actions, including tabling a deed of easement and approving the first reading of several downtown zoning amendments.
City staff said the engineer's latest work indicates the Sesame Avenue Phase 2 project could use additional competitive CDBG funds; the council approved a resolution authorizing submission of the application and delegating authority to sign required forms to the mayor. The staff presentation noted the city had followed required citizen-participation steps and that the application would request a larger competitive award (the presentation referenced "a million dollar competitive" possibility).
The council voted to table consideration of a deed of easement to allow additional review. Council members also approved the first reading of amendments to Article 8 (Central Business District) sections referenced in the draft ordinance (175-43 and 175-406) concerning permitted uses and off-street parking and living spaces; the item will proceed to the next reading as required by municipal ordinance process.
Other actions included accepting the resignation of code enforcement officer Robert Hahn and authorizing advertisement to hire a replacement, approving a professional-services agreement with King's Law Firm, and approving abstracts and vouchers covering the general fund, liquid fuels, private grants and payroll. The approved voucher amounts recorded in the meeting were: general fund $116,501.52; liquid fuels $10,306; private grants $11,392.70; payroll $72,304.15.
Council members also discussed ongoing projects at the meeting: coordination with PennDOT and a municipal authority on a tow-drain project that affects the Front Street walkway; potential PFAS-related state and federal funding for water issues; and planning for trees and streetscape elements along Sesame Avenue Phase 2.
The council took the listed votes by motion and roll call during the meeting; staff will proceed with application submission and the ordinance first-reading process.
