Background and recommendation: Staff said the city issued RFQ 2438 on Aug. 21, 2024 and received four qualifying proposals. On Dec. 10, 2024 the selection committee unanimously ranked Whitehead Construction first; staff posted a recommendation for award Dec. 10, 2024 and said no protests were filed. The city has approximately $7 million set aside in a construction fund for the project, staff said.
Next steps: The commission authorized the city manager to negotiate design-build services and take actions incidental to the award. Staff said, after contract execution, it will return to the commission with a guaranteed maximum price for design efforts and later an amendment that factors in the actual construction cost.
Design and historic note: Commissioners asked whether the existing building is a Gene Leedy design; staff said they would confirm and noted the building will be substantially rehabilitated inside while maintaining exterior walls and roof.
