Commission holds first readings on capital improvements schedule, wastewater pretreatment updates and budget roll-forwards

The Winter Haven City Commission on Jan. 27 conducted first readings on three ordinances and scheduled second readings for Feb. 10, 2025.
Ordinance O-25-03 — Comprehensive Plan capital improvements: City staff said Florida law requires a five-year schedule of capital improvements as part of the comprehensive plan. The update covers fiscal years 2024–25 through 2028–29 and incorporates projects with minimum cost of $25,000 and service lives of at least five years; staff said the total proposed five-year capital spend is approximately $482,000,000 and that the update adopts FDOT, Polk County and Polk County School Board five-year work programs by reference. The planning commission on Jan. 7 unanimously recommended approval and staff asked the commission to move the ordinance to second reading.
Ordinance O-25-06 — Wastewater industrial pretreatment ordinance: Staff said revisions incorporate changes mandated by the Florida Department of Environmental Protection (FDEP) and the Environmental Protection Agency; the revisions address findings from FDEP’s March 27, 2024 audit of the pretreatment fat, oil and grease division and clarify regulatory language. Staff said it received FDEP preliminary approval on Jan. 3, 2025 and recommended moving the ordinance to second reading.
Ordinance O-25-07 — Budget amendment for encumbrance roll forwards: Staff described that encumbrance roll forwards carry uncompleted purchase order commitments into the next fiscal period; because of those roll forwards from FY2023, adjustments to FY2024 budget are required. Staff recommended moving the ordinance to second reading.
No votes were taken on these items; second readings and final votes were scheduled for Feb. 10, 2025. Staff invited commissioners and the public to comment at the first-reading stage.
