Montgomery council approves judges, easements, BNSF license and other routine items; sets PID hearing

- Utility easement with Shadow Creek Estates (Item 12): Council authorized a public utility easement for Lone Star Ridge/Taylor Morrison to allow city water and sewer infrastructure across private property and authorized execution of the easement.
- Acceptance of consent agenda and departmental reports: The council approved the consent agenda (minutes, quarterly investment report, and an insurance-waiver authorization for the annual antique festival) and accepted departmental reports including public safety and utilities updates.
Most votes were recorded by voice and adopted unanimously.
