Montgomery council approves design contract for Town Creek wastewater plant amid budget concerns

Council members voted to accept the engineer's recommendation after staff said the contract covers basic design, supplemental services and an hourly line for construction support. Chris (identified in the meeting as city staff) told the council the basic design services are about $675,000; additional design items bring a subtotal near $757,000, and the full contract amount including construction-phase services and grant support is $831,200.
The vote followed questions about the project budget and schedule. Councilmember Casey Olson moved approval; a second was recorded. Councilmember Cheryl Fox and other members spoke during the discussion. Councilmembers asked staff to seek funding sources to cover the increase above the original $600,000 design budget and to confirm schedule milestones.
The contract calls for design and permit work for a plant initially sized at 300,000 gallons per day, with the permit allowing up to 600,000 gallons per day and the design laid out to accommodate future expansion. City staff said the design phase is expected to take about 330 days from notice to proceed, after which construction would follow.
HAP Associates representatives Pam, Riley and Amy were present for questions; staff noted HAP includes in-house funding specialists to assist with grant identification and support as part of the contract. Councilmembers pressed staff on scope, budget and timing; one member asked staff to "find some funding" because the design cost exceeded earlier estimates.
The motion carried. The council also heard that the city attorney reviewed the agreement and that staff will return with additional financing details as the project moves forward.
The action schedules design work intended to replace a decommissioned wastewater plant on State Highway 149 and to provide the first phase of a larger treatment capacity strategy for the city.
