City begins five-year consolidated plan process; public meetings and NOFA scheduled

Acting housing manager Dylan Mayhew told the Neighborhood and Affordable Housing Board that the City of Clearwater has started work on its five-year consolidated plan and has scheduled outreach and review steps to inform plan content and funding allocations.
Mayhew said the city has held a kickoff with consultant Wade Trim and planned three public meetings—one in Lake Bellevue, one in North Greenwood, and one at the Long Center—and an online community survey planned for February. “We published a NOFA today,” he said, adding that application workshops and community meetings will follow and that staff will convene technical review committees and NAHAB sessions through spring to develop the needs assessment, market analysis and strategic plan sections.
Under the timeline presented, draft action-plan budget allocations and the consolidated plan packet will be ready for NAHAB review in May, with a 30-day public comment period required before final submission. Mayhew said the city’s internal deadline for the consolidated plan packet is July 1 and that the final submission deadline is no later than Aug. 16.
