Montpelier — The joint assembly on Jan. 28 approved a motion to appoint a six-member committee to "wait upon his excellency the governor" and bring him into the chamber to deliver his budget message.
The motion was made after the chair recognized the senator from the Chittenden Central District for that purpose. "Mister president, I move that a committee of 6 be appointed by the chair to wait upon his excellency the governor and ****** him into this chamber for the purpose of receiving his budget message," the senator said. The chair put the question to a voice vote; "The ayes have it and the motion is carried," the chair declared.
The chair then appointed the six members named in the record: the member from Middlebury, Representative Shy; the member from Brattleboro, Representative Kornheiser; the member from Chittenton, Representative Harrison; Senator Birchlik (Washington District); Senator Cummings (Washington District); and Senator Lyons (Chittenton Southeast District). The committee was asked to assemble and perform the duties assigned.
The appointment was a procedural step to present Gov. Philip B. Scott to the joint assembly. The governor subsequently delivered his budget message. Later in the session the chair noted the assembly's adjournment and declared the joint assembly dissolved when no further business remained.
