On Jan. 28 the Timnath Town Council unanimously adopted an ordinance imposing a six‑month moratorium on the establishment of new natural medicine facilities in town.
Town Attorney Melissa Steffel (presenting) summarized Proposition 122 (the Natural Medicine Health Act), passed by Colorado voters in 2022, and explained that the state law legalizes certain regulated therapeutic uses for adults 21 and older and authorizes municipalities to impose time, place and manner regulations but not outright prohibitions. Steffel told council that municipalities may set zoning districts, adjust setbacks, set hours of operation and adopt health and safety standards; municipalities may not ban personal possession or prevent transportation through town.
The proposed moratorium would pause approvals of new natural medicine facilities for six months (through July 28) while staff conducts research, coordinates a joint work session with the planning commission and solicits public input. Steffel cited Berthoud and Windsor as neighboring jurisdictions that have adopted similar six‑month moratoria.
Council members supported the pause and asked staff to ensure robust community engagement while the town develops local regulations that align with state law. Council voted unanimously to adopt the moratorium. Steffel said the moratorium does not alter the state‑permitted personal possession and use provisions.
