Appropriations committee presses agencies on ERP, ADS charges and legacy IT migrations

The House Appropriations Committee on Jan. 28 spent substantial time on several interrelated IT items: the state’s enterprise resource planning (ERP) program, ADS charge adjustments in agency budgets, and a proposed migration off the ACCESS mainframe for the Office of Child Support.
Senator Renner’s prior action on the Joint Information Technology oversight group (JITalk) and the committee’s November 5–1 vote to proceed with the ERP program were discussed. Committee members said oversight and “guardrails” are needed; Margaret Helene Geldens noted a consultant’s report that flagged weaknesses in parts of the program even as members agreed an update is necessary.
The committee also reviewed ADS (administrative/IT) charge increases scattered across multiple agencies and closed some related budget entries after identifying available offsets. Members asked agencies, including DCF and the Department for Disabilities, Aging and Independent Living, to confirm ADS estimates and to provide clear explanations when a line item had not been included in an agency’s earlier annual budget.
Separately, the committee reviewed a request to conduct a feasibility study and begin planning to move the child-support system off a legacy ACCESS mainframe. Members noted typical practice is to fund an early feasibility step with federal funds and then seek further appropriations later; they asked staff to check with Human Services and the Office of Child Support on details before closing the item.
Committee members asked for more detailed language and follow-up with the Joint Fiscal Office (JFO) and agency IT leads before finalizing these IT-related items in the budget adjustment.
