Commission approves transfer of vacation home rental at Deerfield Road despite floodplain concerns; commissioners discuss emergency egress

The Pennington County Planning Commission on Jan. 27 approved a conditional use permit review transferring a vacation home rental at 12283 Deerfield Road (CUR1918) with 13 conditions, after discussing floodplain mapping and emergency access concerns.
Planner Megan Talmich presented the item and showed the commission a flood map and an evacuation plan provided by the previous property owner. "It is up here. I do have a flood map from the previous property owner showing the evacuation plan," Talmich said during her presentation, pointing to the creek and the floodplain on the map.
Commissioners and attendees asked whether a second means of egress existed and whether the property’s elevation provided sufficient time to evacuate in a flood or fire emergency. Commissioner Charlie observed the residence sits substantially above the creek and suggested elevation differences would reduce immediate flood risk: "That house elevation wise from the the flood and the creek's gotta be 40 feet higher, probably maybe even 50. So as far as immediate flood danger, there's a lot of elevation difference between the house and down where they cross." Commissioners discussed the possibility of using a nearby gated access or working with the neighbor to ensure a usable emergency exit if the primary crossing flooded.
Staff and commissioners also noted the property could be affected by both flood and wildfire emergencies; the approval includes conditions that reflect the planning department’s standard requirements and will require coordination during building-permit review and for any future changes to the property. The motion carried on a voice vote and the minutes record the outcome as approved with 13 conditions.
