The Pennington County Planning Commission on Jan. 27, 2025, approved a series of land-use items including a conditional use permit for an existing storage-unit business, a home-occupation salon, a vacation-home rental transfer and a preliminary replat, and forwarded recommendations to the Pennington County Board of Commissioners for final action.
The commission approved conditional use permit COCU24-0033 to allow an existing storage-unit business at 7401 Dunsmore Road to remain, with 11 conditions, and approved a home-occupation permit (COCU25-001) allowing both aesthetics and hair services at 5140 Twilight Drive with 14 conditions. The commission also approved a transfer of a vacation home rental (CUR1918) at 12283 Deerfield Road with 13 conditions and a preliminary plan replat (COPPL24-0012) with four conditions. Several other items were handled on the consent agenda.
Why this matters: approvals affect land use, neighborhood traffic and emergency access in parts of Pennington County and are advisory to the county commissioners, which will take final action on some items at the Feb. 4, 2025 Board of Commissioners meeting.
Details and context: Britney Molitor, Pennington County planning director, reminded the commission that "the findings of this planning commission on certain items from this agenda are recommendations to the Pennington County Board of Commissioners who will make the final decision." Staff reported no interdepartmental objections for the storage-unit request and noted the parcel is 11.06 acres and was previously part of a planned unit development (PUD) that saw most portions annexed into the city between 2018 and 2024; the remaining parcel was rezoned by the Board of Commissioners on Dec. 17, 2024. The home-occupation approval included a condition requiring off-street parking to address neighbor concerns about parking on Meadow Lane. The vacation-home rental transfer was approved despite staff noting the property intersects a special flood-hazard area; commissioners discussed emergency egress and elevation differences during that item.
