Lawmakers review expanded DAIL oversight of developmental disability services

Lawmakers on the House Committee on Oversight and Accountability on Tuesday heard Department of Disabilities, Aging, and Independent Living officials describe steps to restore and strengthen quality assurance for home- and community-based services for people with developmental disabilities.

The testimony summarized how legislative funding restored positions in the Developmental Disability Services Division, resumed annual on-site reviews in calendar year 2024, and expanded critical-incident monitoring and technical assistance while DAIL prepares for statewide payment reform and implementation of conflict-free case management required by federal authorities.

Committee members were told the department now has a 10-person quality management team that includes team leads, reviewers and nurse specialists, though nurse recruitment remains a challenge. Jennifer Yareddyen, identified in the hearing as the Developmental Disability Services Division director, told the committee that "it is a requirement for us to maintain a statewide system of quality assessment and assurance for services provided."
