Committee counsel Rana Ross summarized the measure briefly: "This bill allows a governing board of public 4 year institutions of higher education to make available and pay the costs of insurance for current and some former intercollegiate student athletes." Committee members spoke in support, with Vice Chair Nance saying the bill is "about doing the right thing for student athletes" and Representative Keaton noting it will help institutions and state funding issues.
There were no amendments to the bill. The clerk announced 17 ayes when the roll was taken, and the committee reported the bill out of committee with a due‑pass recommendation.
