Duvall Cultural Commission agrees process to draft bylaws, asks members to review samples

The Duvall Cultural Commission agreed Jan. 27 to assemble preferred language and examples from other city commissions and have staff draft the commission's bylaws for later review.

The commission said it will collect examples — including the Kirkland commission bylaws referenced in the discussion — and ask commissioners to mark elements they want to keep or remove. Staff will prepare a draft based on those directions for the commission to review and vote on at a later meeting.

Commissioners described the approach as iterative: commissioners will read the sample bylaws, identify core items they want to include or exclude, and then turn a consolidated list over to staff for formal drafting. One commissioner said the goal is to keep the bylaws “standard as possible” and to use an existing local commission’s rules as a starting point.

The commission agreed to postpone final approval until commissioners have had time to read multiple samples and provide feedback. The group discussed using a meeting to vote on specific items (either by selecting items to include or striking items they do not want) before sending the finalized list to staff for a formal draft.

No formal ordinance or rule change was adopted at the meeting; the item remains at the discussion and drafting stage, with the commission expecting to revisit the draft at a future meeting.
