Committee extends Solid Waste Working Group, swaps member slot to state forest society
Summary

Representative Karen Ebel (Merrimack District 7), chair of the Solid Waste Working Group, proposed HB 355 to extend the group's statutory term five more years and replace a Northeast Recycling Council (NERC) seat with a representative of the Society for the Protection of New Hampshire Forests. Ebel said the group has been active: it contributed to the state solid waste management plan, supported recent diversion and recycling legislation and worked with DES on technical issues.
Director Mike Wimsatt (DES) said the agency does not take a formal position but described the working group as “collaborative and productive.” Matt Leahy of the Society for the Protection of New Hampshire Forests said the society would add land‑conservation expertise to evaluate siting and resource impacts.
The committee held a short hearing with no opposition on the blue sheet and then moved HB 355 to the consent calendar. Representative Bixby moved to recommend passage; after a roll-call the clerk recorded 15 affirmative votes and one absent, and the motion passed. The bill is on the committee’s path to the consent calendar in the House.
