Dr. Walker said the hospital can reliably admit and discharge roughly 94 people a month but that months with more than about 120 court orders for admission leave the hospital out of compliance with federal court expectations. She and others cited the ongoing Mink Bowman federal litigation, which requires timely transport and restoration procedures, and Judge Mossman’s 2022–2023 orders imposing time limits for hospital restoration services.
