Bill would reserve the title ‘nurse’ for licensed humans as AI-powered systems proliferate, nursing groups say

Representative Travis Nelson introduced House Bill 2748, a proposal to extend title protection and prohibit use of the term "nurse" for AI systems or nonhuman entities. Nelson said the measure would not ban AI tools in clinical settings but would prevent companies from marketing software as a “nurse.”
The Oregon Nurses Association and the American Nurses Association testified in strong support. Jennifer Mensah Kennedy, president of the American Nurses Association, said some companies were advertising so-called "AI nurses" that neither employ nurses nor meet professional safety standards; she called that practice misleading and a patient-safety concern. Paige Spence of the Oregon Nurses Association said the bill preserves the nursing title for licensed individuals and helps ensure patients are not deceived about who is providing care.
Committee members asked about potential next steps for AI labeling or disclosures; members suggested the idea of requiring consumer-facing disclaimers or standards for how AI tools are presented to the public. Witnesses said the bill intentionally preserves beneficial AI as an assistive tool, while protecting the nursing profession’s human-centered, licensed practice from misrepresentation.
