Arizona Senate places dozens of bills on first and second reading, refers measures to committees

PHOENIX — The Arizona State Senate on Jan. 28, 2025 read into the record dozens of bills, placed many measures on second reading and referred first‑reading bills to standing committees, then adjourned until Jan. 29.
The bill introductions and referrals covered a wide range of policy areas, including landlord‑tenant law, school safety, public‑safety equipment and inspections, water and groundwater provisions, and technical corrections to statutes and state programs. Several bills listed for first reading were accompanied by committee referrals; other bills were placed on second reading for further consideration.
Among the measures read on first reading were SB 1218 (title read as in the record), SB 1284 (fireworks: aerials, licensure, penalties), SB 1287 (PSPRS: part‑time employment), SB 1288 (police vehicles inspection requirements), SB 1289 (election canvas certification acknowledgment), SB 1290 (possession of brass knuckles by minors), SB 1293 (legislator salaries), SB 1295 (fraudulent voice recordings), SB 1297 (fire incident management grants) and SCR 1013 (legislators compensation). The clerk read each bill number and descriptive phrase into the record and announced committee referrals where specified (for example, SB 1284 was referred to Regulatory Affairs and Government Efficiency; SB 1288 was noted for Public Safety and Appropriations; SB 1289 for Judiciary and Elections).
The Senate also placed a long list of bills on second reading. That list included bills on sheriff/constable mileage (SB 1161); a driver’s license homeless exemption (SB 1166); landlord‑tenant matters such as partial payment procedures, late payment notices, application fee disclosures and limits on rental‑application fees (SB 1170, SB 1172, SB 1173, SB 1179, SB 1187); proposals on school safety and school policy (multiple SBs); groundwater and aquifer management provisions (SB 1248–SB 1255 range and related bills); and multiple technical corrections and appropriations bills. The clerk noted the calendar placement and that several bills would proceed under second reading rules.
A separate procedural action recorded that SB 1088 was withdrawn from the Committee on Natural Resources and further referred to the Committee on Government. Standing committee reports were entered and committee meeting announcements were made: for example, the Government Committee was scheduled to meet Wednesday, Jan. 29, at 9 a.m.; Health and Human Services at 9 a.m. in Senate Hearing Room 2; Regulatory Affairs and Government Efficiency at 9 a.m. in SHR 109; Education at 2 p.m. in SHR 1; Judiciary and Elections at 2 p.m. in SHR 2; and Public Safety at 2 p.m. in SHR 109.
The Senate concluded the session by approving a motion to adjourn sine die until 1:15 p.m. on Wednesday, Jan. 29, 2025; the motion was made by the majority leader as recorded in the proceedings and the chamber responded in the affirmative.
The introductions and referrals do not themselves enact policy; bills referred to committees will be scheduled for committee hearings and additional floor action before any statutory change can occur. Committee meetings announced at the close of the session are the next step for many of the measures read into the record.
