Commission appoints Chris Fox as emergency management director; office reports training activity and will recruit deputy

The Penobscot County Commissioners voted Jan. 21 to appoint Chris Fox as emergency-management (EMA) director following an internal hiring process. The appointment was moved, seconded and approved by voice vote.
Fox thanked commissioners and said he intends to continue momentum in the department. He provided a short update on recent training: since Jan. 1 EMA staff and partners facilitated roughly 1,168 man-hours of training across multiple courses including ICS-300 and ICS-400 incident-command courses and a week-long sports and event risk-management training. Participants included fire chiefs, assistant chiefs, captains, emergency management colleagues and state warden-service personnel.
Staff also advised the board that human-resources and administration recommend advertising the deputy-director position both internally and externally and conducting interviews per the department’s selection process. Commissioners registered no objection and the office will proceed with advertising; a final appointment was not made at the Jan. 21 meeting.
Fox said the EMA office will continue to provide data and assistance to county efforts addressing EMS responses and to support municipal partners.
