Penobscot County commissioners approved a series of administrative and financial items during their Jan. 21 meeting, including criminal forfeiture transfers requested by the district attorney’s office, a transfer to the sheriff’s department, an extension of a regional EMS consultant contract, a contract extension with Old Town Transfer Station, creation of a capped professional development account funded by credit-card rebates and the regular warrants.
The actions were presented in public session. Christine, a representative of the district attorney’s office, asked commissioners to approve transfers from several criminal forfeiture cases into the DA’s forfeiture account and provided case names and amounts during her presentation. The board approved the DA’s forfeiture transfers in a single motion. Commissioners also approved a separate transfer totaling $3,068.50 to the Penobscot County Sheriff’s Department related to state cases; that motion passed after discussion about how forfeiture shares revert to the charging department.
The board approved an extension of Paul Froman’s six-month contract to continue county work on fire and EMS collaboration; the administrator said anticipated expenses for that extension were about $45,500 and that funding would come from account code G299618 (described by staff as related to federal funds for the unorganized territory). Commissioners also moved and approved an extension of the Old Town Transfer Station contract to accept bulky waste and recycling from the Argyle and Greenfield townships; staff said the only anticipated increase is a consumer-price-index adjustment.
On administrative finance, commissioners established a professional development account to collect credit-card rebate proceeds and set a cap of $15,000. Finance staff reported the current seed balance from rebate credits is about $61. The board approved that account and directed that any rebate proceeds above the cap revert to the general fund.
Other routine actions — including approval of the Jan. 7, 2025 minutes and the published warrants on the consent agenda — were also approved by voice vote.
