Rules attorneys said the proposed committee rules largely reflect longstanding practice with a small edit to incorporate the committee's consent-agenda and mass-motion procedures.
"These proposed rules that are before you, are substantially exactly the same rules that we've seen for many, many legislatures," Tim Fleming, a House rules attorney, told members, adding the primary change updated language to reflect consent agendas and mass motions. The committee voted to adopt the rules as printed and distributed; the chair announced, "Ayes have it. Do have it so ordered." The rules will be filed with the Office of the Chief Clerk in accordance with House Rule 9C.
Later in the meeting, Vice Chair Carter offered a mass motion recommending the following measures be found constitutional and in proper form: HB 2006, HB 2008, HB 2018, HB 2019, HB 2020, HB 2022, HB 2032, HB 2033, HB 2045, HB 2046, HB 2050, HB 2054, HB 2065, HB 2067, HB 2069, HB 2076, HB 2079, HB 2071, HB 2115, and HB 2153. Rules counsel said they had reviewed the listed measures and opined each is constitutional and in proper form.
