In light of rapidly changing federal immigration enforcement priorities and public concern, staff proposed an additional, time‑sensitive legislative concept: authority to pursue a standby guardianship tool to help mixed‑status families proactively identify a guardian who could take custody of children if a parent were detained or deported. County staff said the proposed concept is designed to permit parents to complete guardianship paperwork that does not become active unless and until a detention or deportation occurs, with safeguards to help reunify children with parents should detention not result in deportation.
Supervisors approved the updated legislative policies and added the standby guardianship concept to the county—s 2025 legislative agenda. Staff said they would pursue an author in Sacramento and return with draft legislative language and additional details as the concept is developed.
