City and Nevada Irrigation District outline shared water supply responsibilities, hydrant testing and limits for large wildfires

City Utilities Director Trevor Van Orp and Nevada Irrigation District Director of Water Operations Chip Close told the council that Grass Valley and NID maintain separate but linked water systems and jointly plan for drought and emergency response.
Van Orp said the city operates a 5 million‑gallons‑per‑day (MGD) water treatment plant that receives raw water from NID; NID’s Elizabeth George plant can treat up to 18 million gallons a day. “The city supplies water from its own 5 MGD water treatment plant, which receives and treats water from NID,” Van Orp said.
Close emphasized that the two agencies’ systems are tied together and can feed each other in an emergency via interties, and he outlined NID’s countywide hydrant inventory and storage: “NID does have a total of 2,642 fire hydrants. Of that, 2,301 are located in Nevada County. The hydrants in Nevada County are supported by 38,000,000 gallons of water storage,” Close said, while cautioning that opening many hydrants for a large wildland fire will rapidly deplete storage.
Both presenters stressed routine testing and maintenance. Van Orp said the city maintains 478 valves to isolate breaks and conducts annual hydrant testing using NFPA‑based flow categories to identify deficient fire flow; deficiencies are scheduled for repair or replacement. “We test hundreds of hydrants every year. Any deficiencies are scheduled for immediate repair or replacement,” he said.
The presenters also noted climate‑change and aging‑infrastructure vulnerabilities and said treated drinking water systems would be prioritized in emergencies. Close said the county Drought Resiliency Advisory Group coordinates planning across agencies.
