Caroline County defers vote on parking-dimension zoning amendment after fire-rescue requests and developer concerns

Caroline County supervisors opened a public hearing on a text amendment (TXT042024) that would change parking-space and aisle-dimension standards in the zoning ordinance, heard staff and public comment, and voted to defer action to the board’s February meeting.
Planning staff said the amendment had been adjusted since an earlier draft to address concerns raised by fire and rescue. The current proposal does not recommend any drive aisles less than 18 feet in width after fire‑rescue staff advised 18 feet is the minimum recommended width for fire lanes. The planning commission recommended the revised language in December.
The amendment also proposed different dimensional options based on whether parking is parallel, 90‑degree or angled. Several developers and the builder association had asked for more time; supervisors asked for confirmation from the fire chief about how modern fire apparatus and ladder trucks affect aisle and setback needs.
Board action: Supervisor Clay Forhan moved to accept increasing aisle widths while keeping existing parking-space lengths; other supervisors questioned whether that compromise would meet fire‑rescue needs. After discussion, Supervisor Thomas moved, and a colleague seconded, to defer consideration to the board’s February meeting to allow staff and the fire chief to provide additional technical data. The motion to defer carried on a voice vote.
Why it matters: The amendment affects subdivision and site‑plan standards that determine roadway widths, driveway configuration and the size of parking areas. Fire and rescue personnel told staff that 18 feet is needed for deployment of engines and ladder apparatus and for safe operation around rigs; the amendment was revised to avoid aisles under 18 feet.
Next steps: Planning staff will seek additional input from Fire and Rescue and provide illustrative graphics and more detailed measurements to the board before the February meeting.
