The Rosemount Planning Commission on Jan. 28 recommended that the City Council approve a rezoning of 60 acres from A2 agricultural to B2 employment and recommended approval of a preliminary and final plat for the Northwind (Minnesota Aerospace Complex) project.
City planner Anthony summarized the request as consistent with the city’s comprehensive plan and noted the plat creates two parcels and a future right-of-way for a 151st Street east-west connection. The plat meets dimensional lot standards for the B2 district, staff said, and additional review (including a planned unit development and site/building plans) will follow as the project advances.
David Meyer, representing Northwind, described the company’s history and proposed uses: ground-based aerospace research, development and testing facilities, operated long term in partnership with the University of Minnesota. University representative Leslie Krieger told the commission Northwind and the university are working under Minnesota Pollution Control Agency (MPCA) supervision to investigate and remediate an area of environmental concern on the property; the university has publicly posted historical testing and environmental documentation gathered over the past decades.
Public supporters included representatives from the Saint Paul Building and Construction Trades Council and Greater MSP, who said the project would bring jobs, regional economic value and research partnerships.
Commissioner Reid moved to recommend rezoning from A2 to B2; Commissioner Biedner seconded. The motion carried. A separate motion to recommend preliminary and final plat approval, subject to six staff conditions, was also moved by Commissioner Reid and seconded by Commissioner Biedner; that motion carried on a voice vote.
Staff noted the plat would reserve an outlot for a future substation (the applicant discussed converting that outlot to a buildable lot before council) and that future submissions will address building height, setbacks, site layout and any planned unit development details. The city and applicant expect long-term operation of test facilities and have discussed extending public infrastructure (151st Street and other connections) consistent with the UMore Park planning framework.
