The Rosemount Planning Commission on Jan. 28 voted to recommend that the City Council approve Max Steininger Inc.'s small-scale mineral extraction permit renewal for 2025 and 2026, subject to the draft conditions in the staff report.
Staff planner Liz told the commission the site is 79 acres with a 37-acre mining area and that about 60,000 tons of material were extracted in 2024; no haulback material was brought to the site in 2024. The applicant expects to extract roughly 50,000 tons from Phase 1 in 2025. Liz said mining will continue on the eastern portion of the site and that Phase 2 will not begin until at least 70% of Phase 1 has been reclaimed.
No members of the public spoke during the public hearing. Commissioner Reid moved the recommendation to the council; Commissioner Bugai seconded. The commission took a voiced affirmative vote and the motion carried.
The staff report noted that, in its annual review, the Police Department reported no incidents at the site. The recommendation is contingent on the terms and conditions attached to the staff report, which the commission referenced at the meeting.
The item will advance as a recommendation to the City Council; the commission record shows the motion will be transmitted to the council for its decision.
