What the petitioner proposed: David M. Compton, vice president of land acquisition for Pulte Homes of Indiana, presented a concept plan showing 71 proposed lots within the 32‑acre site and argued changes reflect market demand for smaller lots with larger homes. Compton described proposed architectural upgrades (Hardie Plank siding, varied rooflines, porches), retention of tree lines in common area, drainage plans that route most new runoff to a new pond rather than existing downstream features, and ongoing discussions with the Vapor family and Whispering Pines HOA about buffers and privacy fences. Pulte said existing commitment documents were incomplete in the record and asked for additional time to work with staff and neighbors to resolve details.
Public comment and concerns: Dozens of neighbors attended and several spoke against the rezoning at the meeting, emphasizing three recurring concerns: traffic and drainage impacts, potential loss of mature tree buffers, and the impact of higher density/lot count on property values and existing HOA amenities. The Vapor family representatives questioned liability for drainage infrastructure installed decades ago and asked for stronger protections. Whispering Pines Homeowners Association representatives asked that new development align with the existing community’s architectural and amenity standards.
Action taken: The petitioner requested a 30‑day continuance to allow further work with staff and adjacent landowners; the commission voted to continue ZA 2411 and WC 2401 to the February 24 meeting to allow that work to proceed. The continuance was recorded as a request of right and granted by the commission.
Next steps: The petitioner will meet with staff, the Vapour family and Whispering Pines representatives, and with the county surveyor/engineers as needed on drainage concerns. The case will return to the commission at its February 24 meeting for further review.
