Board member David Perry presented a proposal for an ad hoc committee to research a districtwide employee performance‑bonus (merit) plan designed to recruit, retain and reward staff. Perry characterized the effort as exploratory: the committee would study performance measures, equity across job classes, stakeholder input (particularly staff), and sustainable funding options.
Board members asked how bonuses would be measured across employee types and how the district would fund a program. Perry and supporters noted that the committee’s work would be to develop standards and measurement approaches and to bring models and funding scenarios back to the board; proponents said several voters and community members had expressed interest in incentives for high performance.
Several board members urged early and extensive staff input and noted the district’s tight fiscal situation; many said the committee should not presume funding is available and must propose sustainable sources if it recommends bonuses.
