That contract and related purchases have ended; to allow individual schools—including Title I schools—to keep buying consumables, the district needs to have a sole-source letter on file. “When we had ESSER funds, when we were implementing, we ordered, like, $4,000,000 worth of, materials for CKLA to support the literacy,” the staff member said.
Committee members asked whether the sole-source authorization simply waives competitive bidding for these purchases. The staff member confirmed: the authorization would permit purchases without an open competitive bid process and would allow Title I schools to use federal Title I funds for those purchases if they choose.
A motion to approve the sole-source authorization and send it to the full board passed by voice vote. The committee chair recorded the referral and the staff noted a future, broader sole-source request may be presented to cover the full next school year.
