KSDE seeks $517,000 increase to fully fund CTE transportation reimbursements

State officials told the K‑12 budget committee that funds for transporting high school students to community colleges and technical programs (the Excel/CTE transportation reimbursement) have been insufficient and that KSDE requested an additional $517,000 to bring the appropriation to $2 million.
Dr. Harwood explained the program’s reimbursement is calculated in part by miles driven and vehicle type, with larger vehicles eligible for higher per‑mile reimbursement. The enhancement request is intended to cover the full reimbursement for districts that provide CTE pathway transportation to community colleges and trade schools.
Committee members asked whether lack of funding threatened district CTE participation. Harwood said districts must make local budget decisions and that KSDE had not received a specific complaint that a district would cancel CTE participation for lack of transportation funds, although KSDE had received a report from a KBOR representative about a nonparticipating district where transportation might have been a factor.
Harwood confirmed the governor did not include this enhancement in her recommendation. The committee requested no immediate action at the Jan. 20 hearing and moved on to other enhancements.
