Tax committee approves requests to draft tax credit for preceptors, sales-tax parity for remodels and a community land trust bill

The Kansas House Committee on Taxation opened with requests for bill introductions and approved three substantive requests by voice vote.
Representative Howerton asked the committee to request RS0574, described as "an income tax credit for community based faculty preceptors in adult care homes and medical care facilities," on behalf of Leading Age Kansas. "I'd like to request RS 0 5 7 4. It is a income tax credit for community based faculty preceptors in adult care homes and medical care facilities, and this is on behalf of Leading Age Kansas," he said.
Scott Schneider, speaking for the Associated General Contractors of Kansas, requested RS0739. Schneider said the measure would "help us rebuild our aging communities by treating remodeling, sales tax the same as original construction." The committee raised no objections and approved the request.
Josh Brewer, executive director of Habitat for Humanity of the Northern Flint Hills in Manhattan, requested legislation to define a community land trust and to describe an assessment process for homes built in a community land trust with limited resale value. Brewer told the committee he had model legislation titled the Community Land Trust Act and would work with staff once an RS number is assigned. The chair noted the land-trust request lacked an RS number at that time and said staff would follow up after the meeting to enter it into the system.
All three requests were approved by the committee with no objections recorded in the transcript. No formal roll-call votes were taken; the chair announced the requests were approved.
