Staff summary and applicant presentation Debbie Love, director of Development Services, said the project seeks 15 floating units from the city—s bonus unit pool and is located on a parcel of roughly 0.38 acres currently occupied by a single‑family home. The property is in low‑density residential zoning and the applicant revised the design to remain within the city—s 35‑foot height limit to add rooftop amenities without requiring a variance, Love said.
The applicant—s representative (Designology) described the proposal as a small infill development intended to bridge single‑family scale and larger apartment complexes. The proposal calls for 16 units (a mix of two‑, three‑ and four‑bedroom units), 26 ground‑level parking spaces and green‑building and accessibility features. The applicant stated the site would include enhanced stormwater management and landscaping.
Public comment and council discussion No members of the public had signed up to speak at the time of the hearing. Several council members said they had not met the applicant and requested more district outreach and time for review. Council members pointed to past instances in which community meetings led to design changes; Vice Mayor Irvin moved to table so council members, the applicant and staff could meet before a decision.
Economic and implementation notes Love told the council staff estimates about 100 full‑ or part‑time construction jobs over roughly two years and approximately $7.4 million in wages during construction. The project would return to DRC for final site‑plan review and then back to council for final site‑plan approval when ready.
Ending The item was tabled to the next council meeting to allow additional briefings and community engagement; staff and the applicant will coordinate next steps and return a revised site plan and schedule at the next hearing.
