Lawmakers add AI-generated intimate images to extortion statute; committee advances HB 13

The Senate Judiciary Committee unanimously recommended House Bill 13, which expands the state's extortion statute to expressly cover artificial intimate images, including images generated by artificial intelligence, when used to coerce or extort victims.
Representative Wilcox, the bill's sponsor, told the committee that the omission of AI- or counterfeit-generated intimate images from the existing statute became apparent after recent cases and hearings. "Counterfeit intimate images are a real problem," Wilcox said, noting testimony about cases in which such images were used to extort people and led to tragic outcomes. The sponsor urged the committee to add the language to the extortion statute to address the technology-driven form of harm.
Marlise Jones of the Victim Services Commission and Tom Ross of the Commission on Criminal and Juvenile Justice testified in support of the amendment. The committee moved the bill with a favorable recommendation on a unanimous voice vote.
