The City Commission approved a resolution granting final-plat approval for Avalon Woods Phase 4B, a mixed-use subdivision phase that adds 89 single-family lots on 12.26 acres.
Uma Sar Mishta of the Department of Community Development summarized the staff review, noting that Phase 4 was divided into two segments and that preliminary plat and construction plans had previously been approved. "The petition is for the approval of final plat for phase 4 b of Avalon," Mishta said, and staff found the submission consistent with the comprehensive plan and the original Avalon Woods development ordinance.
Developer David McDaniel, representing M3 Development, told the commission the lots in the phase are the project's starter-home product, with lot widths and depths ranging from 60-by-120 feet to 40-by-110 feet. "The lot sizes range from 60 feet for the large 60 foot by 120 feet on the large size. We have 50 by 110s, and then we have 40 by 110s," McDaniel said.
Conditions and safeguards: Staff said a surety bond will be signed by the mayor before final plat recording and that the city requires execution and recording of its standard easement document (with sketch and legal description) for points of entry (POEs) dedicated to the city. The city will not provide a letter of acceptance for improvements until those easements are executed and recorded.
Votes and procedure: The recommended motion to approve resolution 2025-04 SD 2413 was moved by Commissioner Barnes and seconded by Commissioner Farnsworth. The motion passed unanimously.
Ending: Staff said the plat met comments from city reviewers and consultants, school concurrency was completed, and road names were assigned. The developer and staff will complete the announced administrative signings and easement recordings before the city accepts improvements.
