A public commenter told the California High‑Speed Rail Authority Finance and Audit Committee that the authority removed a contingency drawdown curve from its monthly presentation and that the change reduced visibility into future contingency usage.
“That's the only tool that gives you projections as to what's happening to contingency. That tool is now gone,” the commenter, identified only as Roland, told the committee during public comment. He said the presentation now reports contingency as a one‑line figure; Roland said the report showed contingency at about 10% and urged the authority to restore the drawdown curve to the monthly presentation.
Roland also asked staff to investigate a Zoom phone‑audio merge feature that he said had stopped working when he switched audio methods earlier in the meeting; he described the issue as background housekeeping rather than a substantive agenda matter.
The Finance and Audit Committee chair adjourned the remainder of the meeting after public comment because multiple committee members were absent. Roland's request to restore the drawdown curve was recorded as public comment; no committee action to change reporting was taken at the meeting.
