The Forest Lake Planning Commission discussed possible futures for the Headwaters 123 site and signaled support for the Economic Development Authority's (EDA) proposal to seek development partners through a request for proposals (RFP) focused on business‑park uses, while retaining flexibility for a small amount of neighborhood service retail and limited residential buffering.
City staff briefed the commission on the site's history: it was rezoned in the early 2020s for business‑park uses with the EDA previously pursuing a data center concept that later proved unsuitable. Staff said the EDA and council now favor pursuing a job‑center strategy for most of the site and suggested a targeted RFP to attract private partners and explore development concepts, partnerships and potential public‑private arrangements.
During the discussion commissioners weighed competing goals. Several members said the city needs more job‑producing uses and a broader tax base, while others said the site's limited freeway visibility and current access constraints make it a difficult location for large retail or industrial uses without substantial infrastructure improvements. "We're not gonna get significant commercial in that area because... getting the semis in and out is a royal pain," one commissioner said during the discussion.
Commissioners suggested the EDA consider allowing a small amount of neighborhood‑serving retail along Headwaters Parkway to "bookend" existing development to the north, and discussed reserving a strip of higher‑density residential or townhomes along Fenway Avenue as a buffer between industrial/business uses and single‑family neighborhoods. Staff said the EDA could include those options in an RFP and that the EDA is open to proposals that combine job uses with limited service retail and residential buffering, depending on market interest.
There was general support on the commission for engaging the private development community to gather market input and ideas. One commissioner recommended commissioning market research and said an RFP or developer partnership would provide professional market feedback rather than relying solely on internal staff speculation. Staff noted the EDA may engage a consultant to draft a market‑focused RFP and anticipated the first steps could occur in early 2026.
The discussion also touched on regional planning constraints: the Met Council's system statements and density expectations influence how the city must plan for housing and service distribution, and commissioners said those regional requirements complicate local decisions about lot sizes and infrastructure priorities.
Commissioners who volunteered interest said they could assist with future reviews of proposals as the EDA scopes the RFP, but staff said the EDA and city staff will coordinate the next steps. No formal vote was required for this discussion item; the commission provided guidance and general concurrence with the EDA's recommended approach to solicit development proposals.
