The Portland CDBG Grant Review Committee agreed on a structured review process for Community Development Block Grant (CDBG) applications, using Robert’s Rules of Order to manage discussion and formalize follow‑up requests.
Committee chair Robbie opened the meeting by calling the role and outlining procedure. Rowan, the committee staff lead, said, “the committee will use Robert's rules of order to make any decisions and structure our conversations,” and explained members should move, second and cast roll‑call votes for formal actions.
Why it matters: The committee’s decision to formalize motions and roll‑call votes is intended to create a consistent, auditable record of follow‑up requests and directions to staff as the panel evaluates many applications this season. Committee members were instructed to consult staff comments and applicant documents stored in Neighborly before submitting final scores.
Staff urged reviewers to use the documents tab in Neighborly for the most up‑to‑date staff comments. Rowan reminded members that city‑sponsored projects are exempt from some submission requirements but remain subject to federal construction requirements where applicable. Mary, a staff administrator, reminded members that “these are public meetings” and that recordings and attendee lists are public records.
Discussion focused on maintaining order during virtual meetings and on how to solicit and record follow‑up questions. Robbie said he would call individual members early in the meetings to give each person a chance to speak while the group grows more comfortable with remote review.
The committee approved two procedural follow‑ups during the meeting (see Votes at a glance). Staff said they will compile requested questions and responses from applicants and return them to the committee before final scores are due.
