GO Bond update: Fire station, East Mesa complex and housing projects progress; some schedule delays

Las Cruces — City public-works and housing staff on Jan. 27 gave a quarterly update on projects funded or continued with the 2022 general-obligation (GO) bond, reporting construction starts, partial completions and scheduling changes.
David Sedillo, public works director, said contractor White Sands Construction began work on Fire Station No. 9 on Oct. 28 and the project is “currently at 10% completion,” with earthwork, sewer rough-ins and electrical rough-ins finished and foundation rebar work upcoming. Sedillo said the estimated completion date for the station is February 2026.
On park improvements, Sedillo said a contract for El Yunque and Telbrook park improvements (packet labels vary) was awarded to Manson Construction for approximately $1,000,000 and that construction start is waiting on a signed lease agreement with the International Boundary and Water Commission (IBWC). "We're anticipating getting that lease agreement signed either this week or next week," he said; staff noted some language edits in the draft lease were under review.
The East Mesa Public Rec complex continuation has seen some fabrication delays for shade structures, with roughly half of the structures received and the remainder expected by the end of January; foundations work is scheduled to start mid-February. Inclusive and adaptive playground equipment (Phase 1) has been awarded to Extra Play with an equipment/installation contract of $1,100,000; staff said site work and installation are scheduled to begin in May given a 12-week lead time on equipment.
Natalie Green, housing and neighborhood revitalization manager, updated the council on GO-bond–funded affordable housing projects: Three Sisters is about 70% complete with leasing pre-work at 80 percent; staff expects project completion and a certificate of occupancy process in March 2025. Padrina is at 60% completion with duplexes close to finish and a leasing waitlist forming. Peachtree Canyon has finished slab pours and begun framing this week. Arcadia Phase 4 has a draft purchase option in process and staff expects to bring related approvals to council soon. Amador Crossing (not GO-bond funded) had a groundbreaking; Green said the total development cost is about $15.6 million with hard construction costs of about $12.8 million and that the city has secured $11.4 million so far with additional funding requests pending and a preliminary $2 million forgivable loan under discussion.
Councilors asked questions about funding sources, timeline certainty and opportunities to use other local revenues to seed early projects. Staff reiterated that some schedule elements depend on vendor lead times, IBWC agreements, and procurement outcomes; several projects remain on track for completion in 2025 or by early 2026 for the fire station.
