Chaska EDA approves lease assignment for 314 Walnut St. N.; tenant to shift holdings to management company

The Chaska Economic Development Authority on Jan. 7 authorized the assignment of the lease for 314 Walnut Street North from NorthStar Regional to NSRMSO LLC, a company NorthStar created to manage its property holdings.
City staff explained the city has owned 314 Walnut Street since the 1960s and that the building has had multiple uses, including city hall, a library and a bed‑and‑breakfast. NorthStar Regional has leased the property since 2011 as a treatment facility; the current lease began in May 2022 and runs through April 2027.
Luis (City staff) told commissioners the requested assignment is an internal corporate reorganization to place the lease under a holding/management company and that the city attorney had reviewed the proposed assignment. “Really, it’s more of a housekeeping item at this point in time,” Luis said; staff recommended that the EDA president and executive director be authorized to execute the lease assumption.
A motion to approve the assumption of the lease was made and seconded; the board voted in favor with no opposition recorded.
Staff noted the tenant has been reliable, that the assignment does not change the lease terms, and that the action was administrative rather than a change in use or new contract terms.
